What is the CELAC–EU Summit and why is it being held in Santa Marta?

The CELAC–European Union Summit is a high-level birregional meeting between the 33 member countries of the Community of Latin American and Caribbean States (CELAC) and the 27 of the European Union. In 2025, Colombia will be the host country and Santa Marta was chosen for its air connectivity, hotel capacity and the possibility of hosting multilateral events in a controlled and secure logistics environment.

Which authorities will attend?

President Gustavo Petro is expected to attend as pro tempore president of CELAC, along with European Council President António Costa and European Commission President Ursula von der Leyen, together with heads of state, foreign ministers, ministers and diplomatic representatives from more than 50 countries.

What are the main logistical challenges?

The greatest challenges include synchronising official flights, VIP transfers and movements between venues; coordinating escorts and security teams; managing customs processes for diplomatic pouches and equipment; and pre-booking executive fleets, vans, buses and private residences for delegations.

What security and protocol measures will be implemented?

Each delegation will have a personalised mobility plan, pre-audited routes and secure points defined with public forces and local authorities. Armoured vehicles (NIII-A and NIII-B), motorcycle escorts, tactical paramedics and encrypted communications will be deployed. Diplomatic Solutions Group will coordinate executive transport and private security under international diplomatic standards.

Where will delegates stay?

Santa Marta offers a high-end hotel network and private residences with controlled access and permanent surveillance. Our team conducts security and logistics audits at every property, guaranteeing privacy and operational efficiency. We also provide butler, housekeeping and daily transport services coordinated with each mission’s team.

How can a delegation contract logistical services?

We recommend embassies, international organisations and protocol teams to request their quote in advance. Diplomatic Solutions Group offers comprehensive packages that include executive transport, escorts, airport coordination, residences, customs management and 24/7 assistance. The entire operation is centralised through a single coordination channel with real-time monitoring.
